Strategic framework

Under the Local Government Act 1993, all councils in NSW are required to prepare a suite of documents to guide and direct their service delivery. These include a Community Strategic Plan, Resourcing Strategy and Delivery Program, as well as an annual Operational Plan & Budget. This is known as the Integrated Planning & Reporting framework. 

Integration of these strategic, operational and resourcing documents is key to effective long-term planning and assists us in providing our local community with the best level of service possible within available resources.

We encourage our local community and other interested stakeholders to participate in community engagement activities that inform the development of these plans.

Monitoring and reporting on the progress of implementing the plans and reviewing the performance of the plans in achieving their objectives enables transparency and accountability between Council and our community. 

The diagram below provides a snapshot of the suite of documents across the Integrated Planning & Reporting framework, and demonstrates their inter-relationships, as well as the broader regional and State planning context within which Council sits.

Community Strategic Plan

The Community Strategic Plan is developed in consultation with local community members and other key community stakeholders. The Community Strategic Plan identifies the Edward River community’s goals and aspirations for the future and includes strategies to support the achievement of these goals. Everyone in our community has a role to play in achieving our community’s goals.

Communications and Community Engagement Strategy

With community input, we have developed the Communications and Community Engagement Strategy 2023-2025 (CCES) to help us plan the way we communicate with members of our community including our villages, youth, elderly, multicultural and indigenous communities.

It is essential that communities have a say in decisions that shape their future, and that they help determine the way Council delivers its services to the community.

The CCES shapes the way you communicate with us and we communicate with you. We have incorporated your ideas and preferences in the plan to maximise clear, accessible, timely and effective two-way communication and engagement.

Community Participation Plan

Edward River Council is committed to engaging with local community members and other key stakeholders to help us to identify community needs and aspirations, confirm priorities to support allocation of available resources, and provide feedback on the quality of our service delivery.

Development Control Plan

The Deniliquin Development Control Plan 2016 (DCP) is a supporting document which compliments the requirements contained within the Deniliquin Local Environmental Plan 2013. The purpose of the DCP is to provide a guide for development in Deniliquin.

The DCP is comprised of a number of chapters, and due to its size, is available for download as individual chapters or as an entire document.

Local Environmental Plans

Edward River Council currently has three local environmental plans which include Deniliquin Local Environmental Plan 2013,  Deniliquin Local Environmental Plan 1997 and the Conargo Local Environmental Plan.

Council is currently in the process of combining the three LEP’s into one consolidated LEP, which will be in force in the near future.
