About Council Meetings

Council meetings are attended by the Mayor, elected Councillors, the CEO, and Council's executive staff. Our community is also invited to attend the meetings, watch online or participate in the forum.

Members of the community are welcome to attend Council meetings as observers or register for the Public Forum to speak 'for' or 'against' an item of business on the meeting agenda.

Public Forums

Public forums are held at 9:30am prior to each ordinary and extraordinary meeting of the Council for the purpose of hearing oral submissions from members of the community on items of business to be considered at the meeting, unless there are no registered speakers.

A person may apply to speak on no more than two (2) items of business on the agenda of the Council meeting, and only two (2) people can speak ‘for’ or ‘against’ any item of business.  Each speaker will be allowed three (3) minutes to address the Council and this is strictly enforced by the chairperson. Speakers must refrain from engaging in disorderly conduct, making defamatory statements and alleging breaches of the Councils Code of Conduct. Register to speak at Public Forum

To speak at a public forum, a person must first make an application to Council by completing this online form: Public Forum Form

Applications to speak at the public forum must be received by Council:
  • No later than 12:30pm one (1) business day prior to the meeting
  • Must identify the item of business on the agenda of the Council meeting the person wishes to speak on
  • May state whether they wish to speak 'for' or 'against' the item

Governance

The Local Government Act 1993 determines the general rules of council meetings. It specifies the role of the Mayor, Councillors and Chief Executive Officer and includes requirements such as:

  • public access to meetings
  • the number of meetings that must be held during the year
  • the minimum number of Councillors that must be present to hold a meeting (quorum)

Council has also adopted a Code of Meeting Practice Policy. The code determines the rules and procedures for the general conduct of our council meetings.

Types of Meetings & Confidential Matters

Ordinary meetings

Council meetings are open to the public and are generally held on the third Tuesday of each month. There may be additional meetings from time to time, and dates may change during weeks with public holidays. Resolutions on any matter may be made at ordinary meetings.

Closed meetings and Confidential Matters

There are occasions when we need to discuss items of a confidential nature. Under the Act, if the elected Council moves into closed session due to confidentiality, all members of the gallery, including the media, must leave the Chamber. Live streaming will pause for the discussion and upon recommencement any decisions made will be read out.

Extraordinary Meetings

Occasionally Council holds extraordinary meetings. These are Council meetings held outside the normal meeting cycle, typically to consider matters of an urgent nature. Extraordinary meetings are advertised prior through Council's social media channels and (where time permits) via the local newspaper.

 

Register of planning and development decisions

Under section 375A of the Local Government Act 1993, the Chief Executive Officer is required to keep a public register of planning and development decisions made at Council meetings, and record the name of Councillors who voted for and against the decisions.

Planning matters are matters that relate to a development application, an environmental planning instrument, a development control plan or a development contribution plan.
